The Office, a structural unit of Oles Honchar Dnipro National University (DNU), is directly subordinated to the Rector and First Vice-Rector.

The Office follows the Constitution and laws of Ukraine, in particular “On Education”, “On Higher Education”, decrees of the President of Ukraine and resolutions of the Verkhovna Rada of Ukraine, orders of the Ministry of Education and Science of Ukraine, the Statute of DNU, orders and methodological recommendations of the State Archival Service of Ukraine, national standards of Ukraine in the field of record keeping, Instruction on Record Keeping of DNU, orders and decrees of the Rector, Vice-Rectors of DNU and its Regulations.

Main tasks:
• ensuring a unified procedure for documenting using modern automated systems and electronic document management;
• control over compliance with the established procedure for working with documents in the University units and over the preparation of documents;
• development and implementation of instructions on paperwork and nomenclature of cases;
• registration and accounting of documents, including those with the stamp “For official use only” and appeals, applications, and complaints;
• preservation of the DNU documentary fund and its preparation for transfer to the University Archives;
• generalization of data on document flow;
• registration of University orders;
• distribution of official documents;
• certification of official documents with the University seal following the list of documents that are allowed to be approved by affixing the stamp;
• management of the University Archives.

The main functions:
• acceptance, initial processing of incoming documents and their submission to consider by the University management;
• control over the timely review and processing of official documents;
• ensuring compliance with uniform requirements for the document preparation and organisation of work with them through electronic document management;
• registration of outgoing correspondence and its sending;
• assistance to structural units in working with documents;
• acceptance and registration of appeals, proposals, and complaints of citizens and control over the timing of their processing;
• storage of seals and stamps of the University;
• checking the seals and stamps of the University structural units;
• control over the quality of preparation and execution of orders, letters, and certificates prepared by structural units of DNU;
• preservation of the DNU documentary fund and its use;
• conducting an examination of the value of stored documents, drawing up and submitting for consideration of the expert commission of the University the descriptions of permanent storage files, descriptions of files of long-term (more than 10 years) storage, descriptions of files on personnel issues (personnel), drawing up acts of withdrawal for destruction of documents not included in the National Archival Fond, and acts of irreparable damage to documents;
• organization of the use of archival funds, preparation of responses to inquiries, archival certificates, copies, and extracts from documents at the request of legal entities and individuals by the procedure established by the University;
• acceptance from structural units of documents created in the course of their activities on information carriers defined by the internal university regulatory framework and ensuring their storage for the periods established by the current legislation;
• optimization for document processing, and implementation of electronic document management.
